About us
Companion Animal Care & Control (CACC) provides professional, modern, and enrichment-forward animal control services to cities across Minnesota and Wisconsin. We respond to calls for stray, lost, injured, abandoned, or at-risk animals and work closely with law enforcement to support safe, humane community outcomes.
Today, CACC serves nearly 70 municipalities across Anoka, Ramsey, Washington, Chisago, St. Croix, and Pierce Counties—making us the most comprehensive municipal animal control provider in the region.
To date, we have responded to over 10,000 animal-related service calls and provided care for more than 11,500 animals, ensuring each animal receives safety, comfort, and a clear path forward.
Our History
Companion Animal Care & Control was established in 2011 to fill a growing need for high-quality, consistent municipal animal control services in the region. Many communities lacked dedicated support for handling stray, injured, or abandoned animals, and early partnering cities quickly recognized the value of a responsive, humane, and well-trained animal control provider.
As additional municipalities sought service, CACC expanded its operations, strengthened its partnerships with law enforcement, and built a model centered on safety, enrichment, and effective shelter-diversion practices. Over more than a decade, CACC evolved into a regional leader in municipal impound care, known for its professional standards and animal-centered approach.
This foundation led to the next major milestone in our history—the development of the Companion Animal Center.
The Companion Animal Center
In October 2025, CACC moved its operations into the newly built Companion Animal Center, located at:

The facility was designed with two goals:
Provide exceptional, Fear Free–aligned municipal impound care
Offer a community-facing wellness environment for owned pets, including daycare, boarding, spa services, and enrichment programs
The Center includes:
A fully separated, secure impound wing for stray, abandoned, and protective-custody animals
Modern kennels designed for comfort, decompression, and enrichment
A designated intake triage area to accommodate single animal exams and multi-animal intakes
Climate-controlled spaces with separate commercial HVAC with UV light sanitizing system
Roughly 15,000 square feet of outdoor turf play yards
Daycare and boarding areas that operate independently from impound operations
This dual-purpose model is the first of its kind in the region—bringing municipal animal control, community education, shelter diversion, and premium pet services together under one roof.
Our Partnerships
CACC does not adopt animals directly to the public. Once animals complete their legal stray-hold period, any unclaimed or surrendered pets are transferred to licensed 501(c)(3) placement partners, where they begin their journey toward foster and adoptive homes. This partnership model helps prevent overcrowding and ensures every animal receives the best possible chance at a positive outcome.
Friends of Companion (FOC)
Friends of Companion is a dedicated 501(c)(3) nonprofit created to support the animals and communities we serve. While CACC is an LLC contracted by cities, Friends of Companion fills the critical gaps where municipal funding cannot.
Mission Statement: Friends of Companion is a 501(c)(3) nonprofit organization dedicated to improving the lives of animals by providing basic care support to pet owners and funding urgent veterinary services for unowned or abandoned animals.
FOC strengthens community animal welfare through two core programs:
Support for Pet Owners Experiencing Hardship
Pet food
Collars and microchip ID
Core vaccines
Basic grooming
Temporary care resources
These supports help keep pets with the families who love them and prevent unnecessary animal relinquishment.
Urgent Veterinary Funding for Impounded Animals
When stray, abandoned, or unowned animals arrive critically injured or sick, FOC provides financial support for:Emergency stabilization

Pain management
Surgical intervention
Short-term medical care
This ensures every animal entering CACC has access to the care they need, regardless of circumstance.
Why Donations Matter
CACC’s municipal contracts cover basic impound operations, but they do not fund medical emergencies, extended care, or community hardship support. That is where Friends of Companion steps in. Your donation directly supports:

Medical stabilization for cruelty and neglect cases
Lifesaving care for hit-by-car animals
Supplies for pets whose families are struggling
Enrichment and comfort items for impounded animals
Specialized care that cities are not mandated to provide
